  • Agreement signed in November 2012
  • This Minute (or agreement) is under the framework of the 1944 treaty between the U.S. and the Republic of Mexico on the Colorado River (the same treaty also addresses the Rio Grande and the Tijuana Rivers).
  • Minute 319 details operational, water sharing and environmental agreements between the U.S. and Mexico on the Colorado River for a 5-year period.
  • The agreement was the product of intensive discussions between the two countries, the seven Colorado basin states and stakeholders in Mexico over the last several years.
  • For the 5-year period, Mexico will be allowed to temporarily defer delivery of water -- giving Mexico greater flexibility over water deliveries (and leaving more water in storage in Colorado River reservoirs in the interim).
  • Mexico has agreed to accept the values (Lake Mead elevations) that determine reductions in water delivery; the minute also establishes surplus water agreements during this 5-year period at specified high reservoir conditions at Lake Mead.
  • The minute also establishes a partnership between the U.S. and Mexico, and non-governmental organizations that will provide opportunities for bi-national funding of projects (including projects to repair earthquake damage) and for the first time ever, dedicated environmental flows to the Colorado River Delta.
