Daniel Picard, Deputy Regional Director- Bureau of Reclamation, Upper Colorado Region

Prior to being selected as Deputy Regional Director for the Upper Colorado Region in February 2015, Mr. Picard served as the Spokane District Manager for the Bureau of Land Management. During that time, he was actively involved in several years of discussions and processes that culminated with President Obama’s declaration in March 2013 of the San Juan Islands National Monument located within Washington State’s majestic Puget Sound. Additionally Mr. Picard worked nine years with the Nez Perce Tribe and two years in the academic sector. He joined the Bureau of Indian Affairs in May 2001 as a Water Rights Specialist in Washington, D.C. He was actively involved in the negotiation and settlement of the water rights of the Nez Perce Tribe, within the Snake River Basin Adjudication. Mr. Picard then served as a Natural Resources Officer in the Pacific Northwest Region before being selected as the Superintendent for the Northern Idaho Agency; Superintendent for the Pine Ridge Agency; and then Superintendent of the Uintah and Ouray Agency. Picard has an extensive background in natural resources, policy development, and management arenas within the Department of the Interior. He has a Bachelor of Science degree in Political Science and a Juris Doctorate awarded by the University of Idaho.
